Report of the International Committee of the Red Cross on its activities during the Second World War (September 1, 1939 - June 30, 1947) är en rapport utgiven av internationella Röda Korset (ICRC) i Genéve 1948. Rapporten är en sammanställning av organisationens verksamheter under andra världskriget och omfattar även två tidigare utgåvor: Documents sur l'activité du CICR en faveur des civils détenus dans les camps de concentration en Allemagne 1939-1945 (Genéve, 1946), samt Inter Arma Caritas: the Work of the ICRC during the Second World War (Genéve, 1947). Rapporten omfattar totalt 1600 sidor uppdelat på tre volymer.


Tillgång till koncentrationsläger i Tredje riket men inte i Sovjetunionen

I rapporten framgår det att den tyska statsadministrationen till en början var ovilliga att låta Röda Korset få tillgång till koncentrationslägren för inspektion. Efter förhandlingar ändrades dock situationen och ICRC fick från augusti 1942 tillåtelse att besöka och distribuera förnödenheter till läger på tysk mark. Från februari 1943 gavs ICRC tillåtelse att besöka även läger på ockuperad mark. På sidan 62 i volym II framgår det att ICRC är tacksamma för att ha fått distribuera förnödenheter även till Rumänien under Ion Antonescus styre, förnödenheter som nådde 183 000 judar, men att de inte hade fått tillgång några läger överhuvudtaget i Sovjetunionen. ICRC skriver även att de fram till cirka 27 januari tog emot många tackbrev från internerade fångar i Auschwitz men inte efter att lägret befriats av Röda armén. Tackbreven kom även från de fångar som valde att följa med de tyska trupperna västerut då Auschwitz och Birkenau evakuerades i krigets slutskede. ICRC fortsatte skicka paket med förnödenheter till evakuerade före detta fångar i Auschwitz då de hade evakuerats till bland annat Buchenwald och Oranienburg. På flera platser i rapporten nämns att även Sverige bidrog med förnödenheter.

Förhinder vid distribution av hjälp

Det tyska förbehållet var att fångar som angripit den tyska staten eller dess trupper skulle omfattas av hjälpen: "This privilege was, however, withheld from those accused of offences against the German State or the German forces." De paket som distribuerades bestod av mat, kläder och mediciner där maten som anlände delades ut till fångar i lägren på en solidarisk basis: "There was no limit to the number of parcels, but the amount of foodstuffs sent to any one detainee could not exceed his personal needs; any surplus would be distributed amongst fellow-detainees who recived no parcels."

Möjligheterna att distribuera hjälp till koncentrationslägren varierade beroende på omständigheter i kriget. Efter landstigningen vid de allierades offensiv i juni 1944 påverkades Röda Korsets insatser. Efter oktober 1944, skriver ICRC, stoppades vissa förnödenheter helt: "After October 1944, the International Committee´s task became more onerous and difficult. In the first place, after the Allied landings in Normandy and the South of France, the supply of parcels from overseas stopped altogether. The second of these landings and the fighting that followed moreover halted the despatch of relief from France direct to French PW in Germany."

Eftersom de tyska myndigheterna hade ett ansvar för fångarna i lägren evakuerades många av dem då de allierade styrkorna ryckte allt närmare. Resultatet blev att läger inne på tysk mark snabbt blev överfulla. och med en förstörd infrastruktur försvårades möjligheterna för ICRC att nå dem med hjälp: "As the German armies lost ground in the East and West, a hasty evacuation of the camps near the frontier followed. Camps in Central Germany became overcrowded, while thousands of men, on the march without a break towards new places of detention, reached the limit of their endurance. These constant and sudden transfers so thoroughly intermingled the personnel of the camps that Geneva had no reliable information on camp strengths and relative numbers by nationality, not to menation nominal lists. Further, the destruction of railways paralysed transport."

En omständighet som ytterligare försvårade situationen var de strategiska omflyttningarna av krigsfångar som förflyttades rakt igenom Tyskland i öst-västlig riktning och vice versa. Orsaken var att tyskarna inte ville att amerikanska och brittiska fångar skulle ansluta till de egna leden i väst och att ryska och polska fångar inte skulle ansluta till de egna leden i öst. Britter och amerikaner förflyttades därför österut samtidigt som ryska och polska fångar förflyttades västerut: "As already mentioned, the retreat of the German Army led to the evacuation of the camps that were in danger of falling into the hands of invading armies. American and British PW were mainly transferred to the East, and Polish and Russian PW to the West, in order to prevent escaping prisoners from joining up with their own forces."

Förintelserevisionistiskt innehåll

ICRC:s rapport beskriver förhållanden i tyska koncentrationsläger och situationen för lägrets fångar. ICRC nämner i sin rapport inget om homicidala gaskammare eller folkmord. Rapporten, som gavs ut tre år efter avslutat krig och efter Nürnbergprocessen, nämner heller inget om de sex miljoner judar som uppges ha dött under vad som efter en TV-serie på 1970-talet kom att kallas Förintelsen. ICRC uppger på sidan 204 i volym I att olika nationaliteter levde under svåra förhållanden i lägren, men uppger även att judiska läkare användes vid östfronten för att bekämpa tyfus, en omständighet som gjorde att de epidemier som bröt ut i krigets slutskede försvårades eftersom det rådde en brist på läkare. Rapporten använder ordet "Death camps" utan att specificera dess innebörd och utan att ange vilka läger det skulle handla om.

Rapporten uppger att det på grund av folkomflyttningar har vidtagits åtgärder i alla länder för att hindra spridningen av sjukdomar, men att de kan vara otillräckliga. Det pekas på att Röda Korset har påtalat för de krigförande länderna såväl som för de neutrala att problemet med smittspridning kan kvarstå även efter kriget: "Furthermore, on August 25 and 29, 1944, the ICRC turned to the Red Cross Societies in the belligerent and neutral countries and draw their attention to the fact, in spite of the precautionary measures taken in all countries, contagious diseases - propagated bt the movements of population - might develop in certain parts of Europe, both during hostilities and in the immediate post-war period." Revisionistiska forskare får stöd i rapporten som fastställer att transportvägar till och från läger i slutet av kriget hade blivit förstörda, vilket försvårade möjligheterna till nödhjälp: "When it could do so at the very and of the war, transport had been seriously curtailed by the destruction of roads and railways."

Redogörelser från Förintelseöverlevare innehåller ofta uppgifter om att Zyklon B ska ha introducerats till homicidala gaskammare genom duschmunstycken. På sidan 594 i volym III uppger ICRC att dess personal hjälpte till med reparationer i lägren och att de bland annat reparerade tvättinstallationer, duschar, bad och andra faciliteter för hygien. Volym III, Kapitel 3 (I. Jewish Civilian Population) uppger att alla judar inte placerades i koncentrationsläger utan istället, under vissa restriktioner, var fria att leva i samhället som vanliga medborgare. Slovakien uppges av ICRC på sidan 646 i volym I ha varit ett område som i praktiken fungerade som en fristad för judar.

Judar i Tredje riket och ockuperade områden emigrerade enligt ICRC i stor skala både för krigets utbrott och under kriget. Rapporten fastställer att emigrationen i synnerhet gick via Ungern, Rumänien och Turkiet. Judar från Polen som emigrerat till Frankrike innan den tyska ockupationen tilläts vidare emigration till USA och sydamerikanska länder. Som blivande amerikanska medborgare internerades somliga judar i koncentrationslägret Vittel tillsammans med andra amerikanska medborgare. ICRC uppger på sidan 648 i volym I i sin rapport även att judar i Ungern ända fram till mars 1944 var tillåtna att emigrera till Palestina, en uppgift som stämmer väl överens med den sionistiska rörelsens ambitioner om Den Slutgiltiga Lösningen. ICRC hänvisar på sidan 649 i volym I till en begäran från USA och England till Röda Korset att "[...] to give support by every means to the emigration of Jews from Hungary". Jozef Tiso citeras: "To sum up, it remains wholly true that in the solution of the Jewish question, we have endeavoured to remain faithful to humane principles to the full extent of our powers."

På flera platser i rapporten omnämns judisk emigration via olika transitvägar. Sionistiska organisationer såväl som Röda Korset spelar en viktig roll i genomförandet: "The Bellacita, however, was authorized by Rumania to carry out a daily service for the transportation of Jewish children from Constanza or Mangalia to Istanbul, and sailed under the protection of the Rumanian Red Cross, the Committee having notified all belligerents of these voyages. The delegate in Bucharest was faced with a very grave decision when the question arose of embarking Jews for Palestine on two Bulgarian vessels, the Milka and the Maritza, both chartered by Zionist organisations."

På Google Books där två av tre delar ligger så finns ett så kallat "moln" med vanligt förekommande ord i rapporten. Ord som "gas chamber" eller "genocide" finns inte med.

Krigsfångar vid östfronten

ICRC:s rapport innehåller en del information om ödet för krigsfångar vid östfronten. Enligt ICRC fick dess personal aldrig besöka de sovjetiska koncentrationslägren för att utföra inspektioner eller distribuera förnödenheter. I stycket Chapter 4, Mass Capture of Prisoners of War on the Eastern Front in Europe står att läsa om insatser för ryska krigsfångar i tysk fångenskap respektive tyska fångar i rysk fångenskap: "During the first phase of the war, relief work for PW was recognized, approved and assisted by all belligerents ; thus this work repidly developed far beyond the scope required by treaty stipulations, and even by the traditional principles of humanity. Unfortunately, that was not the case in Eastern Europe, after the USSR had been attacked by Germany on June 22, 1941. Despite all its efforts, the ICRC was unable to help any of the German, Hungarian, Finnish, Slovak and Russian PW in Russia, or any of the Soviet PW detained by Germany and her Allies, with the sole exception of those who had fallen into Finnish hands."

Den tyska administration öppnade emellertid så småningom upp möjligheten för ICRC att distribuera förnödenheter till ryska krigsfångar i tyska läger: "On August 30 the German High Command informed the ICRC that not only would it allow, but in point of fact that it awaited the despatch of collective relief for Russian PW in German camps, and that such supplies would be enstrusted to the camp commandants for distribution."

Försök gjordes från ICRC att få tillträde till ryska koncentrationsläger: "The Soviet Government did not, however, display any eagerness to have relief sent to its nationals in enemy hands ; at a time when its armies had, above all, to defend Moscow and leningrad, it probably found it lacked the resources needed for such a purpose. The ICRC then approached the Allied countries and was able, by the end of February, to telegraph to Moscow that the Canadian Red Cross had offered 500,000 capsules of vitamins. The Committee made it clear, however, that the British authorities had strictly stipulated that issue of these supplies should be supervised by delegates of the ICRC. It was further added that the German authorities would not allow this supervision to take place, unless the Soviet Government granted them reciprocity by accepting a delegate of the ICRC in Russia. No reply to this telegram was received ; it was therefor impossible to go to the help of the Soviet PW, except in Finland where, as will be explained below, delegates of the ICRC had access to the camps."

Tredje Genèvekonventionen från 1929 anger hur krigsfångar ska behandlas. ICRC anger i rapporten att Finland beviljade sina ryska krigsfångar villkor enligt konventionen och att de efterlevdes. ICRC:s personal gavs även tillträde till de finska koncentrationslägren. Hjälpsändningar skickades bland annat via Sverige och hamnen i Åbo.

Revisionistiska kommentarer

Krematoriebyggnaderna i Auschwitz-Birkenau pekas av historiker och vittnen ut som själva hjärtat av Förintelsen. Här ska det ha skett ett industriellt massmord som krävde en miljon människors liv. ICRC använder emellertid inte formuleringen "homocidal gas chamber" i sin rapport. Illustration av David Olère.
Punishments of War Criminals, Hearings Before The Committee on Foreign Affairs House of Representatives anger redan den 22 till 26 mars 1945 att sex miljoner judar hade mördats i världens idag mest kända och omskrivna folkmord. Röda Korset, som gjorde inspektioner i lägren och hjälpte till med olika sysslor, förbättringar och reparationer, bland annat av duschar, använder inte ordet "genocide" eller "mass murder".

Revisionistiska forskare hänvisar ofta till ICRC rapport och flera uppseende fakta kring innehållet. Röda Korset betraktas som en neutral part vid väpnade konflikter, en organisation som arbetar med att hjälpa nödställda och utan att ta ställning i krigets retorik och propaganda. Med personal på plats i lägren hade ICRC god insyn i verksamheten som bedrevs, hur förhållandena var och vad som åtgärdades efter deras egna uppmaningar. Report of the International Committee of the Red Cross on its activities during the Second World War (September 1, 1939 - June 30, 1947) betraktas därför som en neutral källa från en oberoende organisation med mycket god insyn i de tyska koncentrationslägren under andra världskriget.

Forskare påpekar att det är anmärkningsvärt att ICRC i sin rapport inte använder sig av orden "homicidal gas chamber" eller "genocide". Det som idag kallas "Förintelsen", ett medvetet försök att, med fabriksliknande förhållanden och organiserat och sanktionerat från den tyska statsledningen, försöka utrota Europas alla judar ges inget utrymme i rapporten, trots att den utkom efter avslutade rättegångar i Nürnberg mot ledande tyska företrädare. I den moderna historieskrivningen är det accepterat att sex miljoner judar ska ha mist livet under kriget, i huvudsak genom planerat massmord i gaskammare. ICRC anger svåra förhållanden och ibland rena missförhållanden men talar i mer generella termer om förhållanden som drabbade alla nationaliteter och etniciteter. Judar tycks i första hand vara föremål för vissa restriktioner i samhället men led inte mer än andra i koncentrationslägren. Istället nämns exempelvis Theresienstadt som ett läger med ovanligt bra förhållanden och där judar hade previlegier andra grupper inte hade.

ICRC skriver dock i Chapter 3, Special Cases, § 2. Jewish Civilian Population om förhållanden för judisk civilbefolkning ute i samhället: "In its relief for civilian populations, the ICRC paid special attention for the Jews. In Germany and the countries occupied by her, or under her domination, especially Hungary, Poland, Czechoslovakia and Jugoslavia, no other section of the population endured such humiliation, privation and suffering. Deprived af all treaty protection, presecuted in accordance with the National-Socialist doctrine and threatened with extermination, the Jews were, in the last resort, generally deported in the most inhuman manner, shut up in concentration camps, subjected to forced labor or put to death. [...] Subjected as they were to a discriminatory regime, which aimed more or less openly at their extermination, they were unable to procure the necessities of life, even in the reduced quantaties to which "Aryans" were entitled." Revisionister menar att ICRC i sin formulering "the ICRC paid special attention for the Jews" med andra ord bevakade judar speciellt eftersom de enligt ICRC levde under ett hot jämförbart med olaga hot i vilket civilsamhälle som helst idag. ICRC skriver, menar revisionister, även att somliga judar dödades i lägren men använder sig ändå inte av formuleringen "genocide" vilket därmed antyder att det rörde sig oacceptabla övergrepp men inte i tillräckligt stor omfattning för att klassas som folkmord. Revisionister har även påpekat att exempelvis Hermann Florstedt och Karl Koch dömdes av SS för att ha mördat fångar i lägren. Dessutom, menar revisionister, att Förintelsen ofta i sin nutida framställning beskrivs som ett topphemligt uppdrag där omvärlden ska ha varit ovetandes, en framställning som rimmar dåligt det att tala om ett hot om utrotning och ändå inte ägna speciellt mycket uppmärksamhet åt ett genomfört folkmord i en 1600-sidig rapport. ICRC nämner att judar, som alltså bevakades speciellt, sattes i tvångsarbete: "When the Axis forces occupied Greece, the ICRC delegation did its best to assist the 55,000 Jews in Salonika. In July 1942, a census was taken, and most of the men between 18 and 45 were sent to labour battalions. The delegation gave them medical supplies. Towards the end of the autumn of 1942, the Jewish workers were discharged ; towards the middle of May, 1943, they were transferred to Germany. [...] In Austira, the Jewish population was assisted by the ICRC delegation in Vienna. In this city there were, amongst others, 15,000 Jews deported from Hungary in 1944 and employed on forced labour."

Revisionister har även uppmärksammat att ledande företrädare för de allierade efter kriget skrev memoarer om sina erfarenheter under andra världskriget. En av dem fick nobelpriset. Winston Churchill skrev The Second World War, Dwight D. Eisenhower skrev Crusade in Europe och Charles de Gaulle skrev Mémoires de Guerre. Med ICRC:s rapport utgör fyra olika källor sammanlagt över 7000 sidor. Ingen av dessa källor nämner orden "homicidal gas chamber", "genocide" eller några andra uppgifter om ett industriellt folkmord på sex miljoner judar. Revisionister påtalar istället att det ges revisionistiskt stöd från ögonvittnen på plats i exempelvis Auschwitz-Birkenau. Elie Wiesel och Imre Kertész, bägge nobelpristagare, uppger att de fick sjukhusvård istället för att mördas. Samma uppgifter kommer från Anne Franks far Otto. Wiesel uppger även i sin bok La Nuit att han själv fick välja att stanna kvar i Birkenau och bli befriad av de ryska styrkorna eller följa med de tyska trupperna vid evakueringen. Wiesel och hans far valde att följa med tyskarna. Inte heller Wiesel nämner i sin bok något om gaskamrarna i Auschwitz-Birkenau.

ICRC skriver i sin rapport om de evakueringar av lägren som gjordes i krigets slutskede. Den sönderbombade infrastrukturen i Tyskland pekas ut som ett stort problem då förnödenheter skulle distribueras ut till lägren. De allierades flyg bombade bil- och järnvägar vilket gjorde att fångar tvingades gå till fots långa sträckor. Situationen påverkade lägren i stor utsträckning med efterföljande svält och sjukdomar. Revisionister har påpekat att exempelvis de höga dödstalen i Bergen-Belsen under våren 1945 var ett direkt resultat av en havererad infrastruktur och således en konsekvens av de allierades bombningar. ICRC påtalar i sin rapport att en havererad infrastruktur inne på tysk mark försvårade situationen.

Rapporten använder ordet "Death camp" utan vidare förklaring om dess innebörd eller vilka läger det syftar på. Under kriget och de efterföljande åren efter kriget användes samma benämning på de flesta läger, både läger i Tyskland men även läger på ockuperat område. "Death camp" användes i böcker, TV, radio och tidningar ofta i en kontext som var synonymt med "extermination camp", det vill säga där organiserade massmord utfördes med hjälp av elektriska golv, vakuumkammare, gasvagnar, gas med fördröjd effekt eller andra avrättningsmetoder (se artikel: Övergrepp under Förintelsen). Det har dock påpekats att de läger som i den publika kommunikationen omfattades av benämningen var de läger som idag inte längre kallas "Utrotningsläger" eller "Förintelseläger" utan endast benämns som arbets- eller koncentrationsläger och inte låg på polsk mark: Dachau, Buchenwald, Sachsenhausen, Bergen-Belsen med flera.

Röda Korsets rapport får stöd av International Tracking Service som i dokumentationen inte funnit några anteckningar om mord i gaskammare.

Utvalda citat

As many as 9,000 parcels were packed daily. From the autumn of 1943 until May 1945, about 1,112,000 parcels with a total weight of 4,500 tons were sent off to the concentration camps.
Parcels were sent to Dachau, Buchenwald, Sangerhausen, Sachsenhausen, Oranienburg, Flossenburg, Landsberg-am-Lech, Flöha, Ravensbrück, Hamburg-Neuengamme, Mauthausen, Theresienstadt, Auschwitz, Bergen-Belsen, to camps near Vienna and in Central and Southern Germany. The principal recipients were Belgians, Dutch, French, Greeks, Italians, Norwegians, Poles and stateless Jews.
The Committee was in a position to transfer and distribute in the form of relief supplies over twenty million Swiss francs collected by Jewish welfare organisations throughout the world, in particular by the American Joint Distribution Committee of New York.
[Theresienstadt]... where there were about 40,000 Jews deported from various countries was a relatively privileged ghetto. According to the Report, "'The Committee's delegates were able to visit the camp at Theresienstadt (Terezin) which was used exclusively for Jews and was governed by special conditions. From information gathered by the Committee, this camp had been started as an experiment by certain leaders of the Reich. [...] These men wished to give the Jews the means of setting up a communal life in a town under their own administration and possessing almost complete autonomy. [...] Two delegates were able to visit the camp on April 6th, 1945. They confirmed the favourable impression gained on the first visit.
In the chaotic condition of Germany after the invasion during the final months of the war, the camps received no food supplies at all and starvation claimed an increasing number of victims. Itself alarmed by this situation, the German Government at last informed the ICRC on February 1st, 1945. [...] In March 1945, discussions between the President of the ICRC and General of the S.S. Kaltenbrunner gave even more decisive results. Relief could henceforth be distributed by the ICRC, and one delegate was authorised to stay in each camp.
Not only the washing places, but installations for baths, showers and laundry were inspected by the delegates. They had often to take action to have fixtures made less primitive, and to get them repaired or enlarged.
A large proportion of the Jewish minority had permission to stay in the country, and at certain periods Slovakia was looked upon as a comparative haven of refuge for Jews, especially for those coming from Poland. Those who remained in Slovakia seem to have been in comparative safety until the end of August 1944, when a rising against the German forces took place. While it is true that the law of May 15th, 1942 had brought about the internment of several thousand Jews, these people were held in camps where the conditions of food and lodging were tolerable, and where the internees were allowed to do paid work on terms almost equal to those of the free labour market.
The Jews from Poland who, whilst in France, had obtained entrance permits to the United States were held to be American citizens by the German occupying authorities, who further agreed to recognize the validity of about three thousand passports issued to Jews by the consulates of South American countries.
Until March 1944, Jews who had the privilege of visas for Palestine were free to leave Hungary.
The Government of the United States [...] now specifically repeats its assurance that arrangements will be made by it for the care of all Jews who in the present circumstances are allowed to leave.
